Funding is not a grant. A grant is not a permit. A permit is not an install. An install is not a privacy rule. A privacy rule is not a ban.

• Who signed the check

  Funding

  General fund, fees, forfeiture, commissary, insurance add-ons. Follow the invoice.

• Who sent the money

  Grants

  JAG, COPS, opioid settlements, retail-crime funds, immigration boards. Eligible uses are a policy choice.

• Who owns the dirt

  Permitting

  State highway, county road, city street, private pole. A permit is not a contract, and it is often revocable.

• How it goes up

  Installation

  Pole attachment, subscription hardware, 30-day removal clocks, as-builts. Public consent is optional until a statute says otherwise.

• What they keep and who they share

  Privacy

  Retention, warrants, audit logs, federal search, stalking, false reads. Vendor blogs are not a statute.

• What the law can still do

  Legislation

  Ban the class, require a warrant, cap retention, close sharing, cut the money, make unauthorized installs a crime.
